Our vision is to fill the gap within Japan and the Pacific fuels construction industry, between large Oil Companies/US military and the Prime Contractor companies who have the capability to bid and win construction contracts. We see the need to provide construction companies with the technical expertise we have along with the complete management they need. Many construction companies don’t have the staff to provide Plans, Submittals, Material Take-Off, Project Management and Construction Management according to the lengthy and stringent requirements of large Oil Companies and the US Military.
Our story began by taking our own work experiences with big oil/US Military and starting a company to assist construction companies succeed in the fuels construction business.

Matt began working with his father, a millwright by trade, first as a laborer, then learned how to weld and later became a millwright. After a few years of working as a millwright, Matt attended Oregon State University and earned his Mechanical Engineering degree. Matt now has 20 years of experience working around fuels, including refinery work, asphalt, jet fuel, and diesel. His work experience includes storage tanks, furnaces, boilers, piping, pumps and coating applications.

GAPCON is more than just your provider of consulting services. We also have the capability to self perform field construction. We can bid and manage projects from start to finish. Our team of skilled personnel consists of Project Engineering, Construction Management, Welders, Pipe Fitters, Tank Builders, Concrete Workers, Electricians, and Laborers. Our project capabilities can cover tank repairs, tank construction, piping system installation and repair, pump installation, fire sprinkler and fire alarms, and man-camps to name a few.
